I think what the president is talking about in this quote is not really propaganda, but actually an attempt at persuasion. This is because in propaganda, there is an obvious message, but the point is to get people to think something else. In this situation, the communists are not trying to manipulate people into liking communism, but to show people communism from a new point of view in Hollywood to try and convince people that it is actually a good thing. I think that is the main reason why it is not propaganda because its purpose is not to manipulate but to persuade.
